Towards a global ban on the use of Depleted Uranium Weapons
Statement of Pax Christi International

Pax Christi International expresses its grave concern in relation to the threat that uranium weapons pose to human health and the environment. It therefore calls on all governments to follow Belgium’s example and ban the use and manufacture of uranium weapons in their territories.

There is growing consensus among civil society groups, scientists and some military organisations that the health risks from depleted uranium have been seriously underestimated. Since 2001, the European Parliament has made repeated calls for a moratorium to be introduced on the use of uranium weapons. More recently, these calls have been strengthened into demands for an outright ban. In March 2007, Belgium became the first country in the world to ban uranium “inert ammunitions and armour plates”. Acknowledging the Precautionary Principle, Belgian deputies thus prohibited the manufacture, use, storage, sale, acquisition, supply and transit of these conventional weapon systems.

We call on other governments to follow this example and ban the use and manufacture of uranium weapons in their territories.

At the same time, we reiterate our support to the campaign of the International Coalition to Ban Uranium Weapons (ICBUW), seeking to introduce a new depleted uranium resolution to the UN General Assembly, and propagating a Draft Convention explicitly banning uranium weapons.

We also recall the importance of protecting and assisting civilians living in contaminated areas, irrespective of these areas being war sites or testing sites.

Pour une interdiction universelle du recours à des Armes à base d’Uranium Appauvri

Déclaration de Pax Christi International

Pax Christi International exprime sa très profonde préoccupation à propos de la menace que font peser sur la santé humaine et sur l’environnement, les armes comportant de l’uranium dans leur fabrication. Le Mouvement appelle dès lors tous les Gouvernements à suivre l’exemple de la Belgique et à interdire la fabrication et l’usage sur leur territoire d’armes à base d’uranium.

Il existe un consensus de plus en plus large parmi les Groupes de la Société Civile, les scientifiques, et même certaines Organisations militaires, pour affirmer que les risques pour la santé humaine entrainés par l’utilisation de l’uranium, ont été profondément sous-estimés. Depuis 2001, le Parlement Européen a constamment appelé à un moratoire quant à l’usage d’armes à base d’uranium. Plus récemment, ces appels se sont accentués pour devenir une exigence d’interdiction radicale. En mars 2007, la Belgique est devenue le premier pays au monde à interdire l’uranium dans la fabrication de munitions et de blindages. Reconnaissant le Principe de Précaution, les Députés belges ont interdit la fabrication, l’usage, le stockage, la vente, l’achat, la fourniture et le transit de telles armes conventionnelles.

Nous appelons les Gouvernements à suivre cet exemple et à interdire le fabrication et l’utilisation sur leur territoire de toutes armes à base d’uranium.

En même temps, nous confirmons notre soutien à la Campagne de la Coalition Internationale pour l’Interdiction des Armes à Uranium (« ICBUW »), qui vise à soumettre à l’Assemblée Générale des Nations Unies une nouvelle Résolution sur l’Utilisation de l’Uranium Appauvri, et à diffuser un Projet de Convention interdisant explicitement les Armes à Uranium.

Nous voulons par ailleurs rappeler l’importance qu’il y a à protéger la vie des citoyens dans les zones contaminées et le cas échéant à leur venir en aide, sans égard pour le fait que ces zones se situeraient dans des régions d’exercices ou même de guerre.

Forderung einer weltweiten Bannung der Verwendung von DU-Waffen

Anmerkung: DU (depleted uranium) = abgereichertes Uran

Pax Christi International drückt seine tiefe Beunruhigung im Zusammenhang mit der Bedrohung, die von Uranwaffen auf die menschliche Gesundheit und Umweltzerstörung ausgeht, aus. Deshalb ruft Pax Christi alle Regierungen auf, dem Beispiel Belgiens zu folgen und die Verwendung und Herstellung von Uranwaffen in ihren Ländern zu bannen.

Es gibt zunehmend einen Konsens zwischen Gruppen der Zivilgesellschaft, Wissenschaftlern und einigen Militärorganisationen, dass die Risiken für die Gesundheit, die von abgereichertem Uran ausgehen, schwer unterschätzt wurden. Seit 2001 ruft das Europäische Parlament wiederholt nach der Abfassung eines Moratoriums über die Verwendung von Uranwaffen. Neuerdings wurden diese Aufrufe dringlicher als Forderungen nach einem totalen Bann formuliert. Im März 2007 wurde Belgien zum weltweit ersten Land, das träge Uranmunition und Uranpanzerplatten gebannt hat.
In Anerkennung des Prinzips der Vorsicht verboten belgische Abgeordnete so die Herstellung, Verwendung, Lagerung, den Verkauf und Ankauf, die Lieferung und den Transit dieser konventionellen Waffensysteme.

Wir rufen andere Regierungen auf, diesem Beispiel zu folgen und die Verwendung und die Herstellung von Uranwaffen in ihren Ländern zu verbieten.

Gleichzeitig wiederholen wir unsere Unterstützung der Kampagne der Internationalen Koalition zur Bannung von Uranwaffen (ICBUW) und suchen die Möglichkeit, die neue Resolution über abgereichertes Uran in der UN-Generalversammlung vorzutragen und einen Konventionsentwurf einzubringen, in dem Uranwaffen explizit gebannt werden.

Außerdem betonen wir die Wichtigkeit, Zivilisten, die in kontaminierter Umgebung leben, zu schützen und zu unterstützen, ohne Unterschied, ob diese Gebiete Kriegschauplätze sind oder Versuchsgelände. Weitere Informationen finden Sie auf:
